Victor Aviña
Victor Aviña is the Founder and Principal of Ironwood Public Affairs, a San Diego–based advisory firm specializing in government affairs, land use and entitlement strategy, and stakeholder engagement for complex projects across California.
With more than a decade of experience in local government and public affairs, Victor advises public agencies, developers, and organizations on how to navigate political and regulatory environments, secure approvals, and advance high-impact initiatives. His work sits at the intersection of policy, politics, and public perception, providing clients with clear, actionable guidance in complex and often sensitive contexts.
Victor has successfully advanced major infrastructure and development projects across the San Diego region, including flood control, stormwater, and solid waste facilities. His experience spans the full lifecycle of project delivery—from entitlement and CEQA strategy to public engagement and legislative coordination—and includes advising on funding and revenue measure pathways in politically complex environments. He is known for his ability to translate technical project considerations into strategies that resonate with decision-makers, stakeholders, and the public.
Prior to founding Ironwood, Victor served as Vice President at Falcon Strategies, where he led public affairs efforts for a diverse set of clients, including utilities, real estate developers, and environmental organizations. His work has included building coalitions to support landfill modernization, habitat restoration, and housing and infrastructure initiatives, as well as leading a successful ballot measure campaign to sustain local investment in infrastructure, public safety, and essential services.
Victor was recognized as a 2023 40 Next Top Business Leaders Under 40 by the San Diego Business Journal.
Victor holds an MBA from San Diego State University’s Fowler College of Business and serves as Chair of Civic Community Partners, a nonprofit organization focused on financing and advancing community development projects.
